Contract Description:
Pacific lamprey in the Columbia River drainage are affected by many of the same threats facing anadromous salmonids:  reduced access to spawning habitat, degradation of spawning and rearing areas, losses of emigrating juveniles to turbine entrainment, and non-indigenous predators.  In particular, recent studies have shown that hydropower dams can block or delay spawning migrations of adult Pacific lamprey in the Columbia River.  While large hydropower projects are obstacles to upstream movements of adult lamprey, there are indications that smaller structures (e.g., low-elevation dams, weirs, and irrigation diversions) may also restrict lamprey access to spawning areas.  On the Umatilla River (Oregon), Three Mile Dam has been a traditional lamprey fishing location because lamprey accumulate below the dam.  Sampling for juveniles in the Umatilla and other Columbia River tributaries has also indicated that ... lamprey reproduction is low in the upper reaches of these rivers (above low-elevation dams and irrigation diversions).  In addition, radiotelemetry studies of sea lamprey (Petromyzon marinus) have confirmed that very low elevation structures (< 2 m) can obstruct or delay lamprey migration.

Obstacles to pre-spawning migrants were identified as a primary threat to lamprey by the Columbia Basin Lamprey Technical Workgroup.  However, the degree to which low-elevation structures obstruct adult Pacific lamprey is unknown.  This project will leverage existing radiotelemetry arrays in the Columbia Basin and will partner with tribal biologists to address the impacts of low-elevation structures to lamprey by using radiotelemetry in the Umatilla River drainage.

OBJECTIVE

To determine the passage success of adult Pacific lamprey at Three Mile Dam and irrigation diversions on the Umatilla River, Oregon.  In addition to determining the number of lamprey that successfully pass over these structures, this study will document the rate and route of migration at each structure using radiotelemetry.

B9756666Trap/Collect/Hold/Transport Fish - HatcheryCollect Pacific Lamprey for radio and PIT taggingNMFS will assist the CTUIR with this work element. The scope of this work will be to monitor the movement of Pacific lamprey in the Umatilla River during the spawning migration. To do this we must collect lamprey for a radio and PIT tagging experiment. BPA has provided Environmental Compliance clearance for this lamprey collection to the co-sponsor, Confederated Tribes of the Umatilla Indian Reservation, under contract #50224, work element H. NOAA and CTUIR work together on this task.$12,00012.67%03/01/201209/29/2012
C98816158Mark/Tag AnimalsCollect and tag lamprey juvenilesExisting full-duplex passive integrated transponder (FDX-PIT) antennas can be used to assess emigration rates and timing of lamprey macrophthalmia and ammocoetes. In addition, this equipment can provide data on entrainment of lamprey juveniles at irrigation diversions. To obtain these results it will be necessary to FX-PIT tag juvenile lamprey upstream from detectors.$34,18936.11%04/01/201211/25/2012
D97567159Transfer/Consolidate Regionally Standardized DataUpload and process radio telemetry and PIT dataNMFS will assist the CTUIR with this work element. Radio and PIT- tagged adult Pacific lamprey will be relocated via mobile tracking by the CTUIR and with an array of fixed-site receiver stations positioned along the Umatilla River. Receiving stations will have a scanning receiver and a half-duplex PIT antenna to accept data on lamprey position. To access this information data must be downloaded by the CTUIR on a regular basis and transmitted to NMFS for processing and storage in an existing database..$6,0006.34%03/01/201209/29/2012
E97568160Create/Manage/Maintain DatabaseCreate/Manage/Maintain lamprey databaseThe radiotelemetry and PIT database will be developed to house downloaded data from fixed site receivers and mobile tracking data. The database will be designed to provide site names and locations (provided by CTUIR biologists) and link them with chronologies of individual fish movements (based on tagging data provided by CTUIR biologists). The database will be queried periodically to retrieve data and compile tracking histories for each tagged fish.$10,00010.56%04/01/201212/02/2012
F97569186Operate and Maintain Habitat/Passage/StructureMaintain and monitor lamprey passage structuresLamprey passage structures have been developed for Three Mile Falls Dam, Feed Irrigation Diversion, and Dillon Diversion dams to promote lamprey passage. For this work element, each structure will be regularly visited to insure that all systems are functioning properly. In addition, a remotely-accessed video link will be established at each site to allow monitoring of lamprey passage and for periodic checks of the structure. Data will be downloaded from the HD-PIT monitoring stations and video observations of lamprey passage events throughout the migration season will be summarized.$12,00012.67%03/01/201212/29/2012

H97571132Produce Progress (Annual) ReportSubmit Progress Report for the period Oct 2010 to Sep 2011NOAA's annual reporting responsibility is to provide information for the combined CTUIR-NOAA report to CTUIR. The CTUIR has responsibility to submit the report to BPA via Pisces. The progress report summarizes the project goal, objectives, hypotheses, completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or level of effort for contract implementation, including any ramping up or ramping down of contract components or of the project as a whole. Progress reports must conform to BPA guidelines.
